A lagoon with a diameter this large would not be calm unless many additional internal wave breaks were added.

Even a 1km diameter natural lake can easily generate waves 0.5m high in typical storm winds. Furthermore, shallow water waves have a shorter wavelength and are potentially far more destructive than deepwater waves of the same height.
