You would need two towers abit over 150 feet(46 meters) tall to get line of sight 30 miles apart.  You'll need a 600 feet(183 meters) tower to reach to the shore if you don't have a tower there.

instead of a string of Seasteads, what would you think about sinking a large number of wifi routers? Power would be a problem, obviously, but a huge grid of interconnected submerged Wifi-stations might be profitable because they would be a lot cheaper than satellites and cruiseships etc could use them as well. : Not sure what  you mean.  High speed radio or microwave signals do not go through water.  If it is a small thing floating on the surface and anchored to the bottom then it could have trouble seeing over 8 to 15 foot waves.  It could be possible to have a fixed line of them to reach out to an anchored seastead 200+ miles from anywhere.  But I like troposcatter better for that. Not sure what you mean. High speed radio or microwave signals do not go through water. If it is a small thing floating on the surface and anchored to the bottom then it could have trouble seeing over 8 to 15 foot waves.
