Government
The Government of the nation will be a representative democracy. Representatives will be from 20 different groups. A group will not be like a party, but instead will be a collection of people allocated to that group. Everybody, on becoming an adult citizen of the UNPS, is allocated to a group, and they will be able to vote on a person from that group to be in the chamber of representatives. Homeanchor
The Capital will be called Homeanchor and will be effectively a very wide oil rig-like structure, in a ring-shape creating a calm area of sea as a Marina in the centre. It will have two outwards-spiraling arms like those of a galaxy that will create a breakwater, as well as serving as an outer marina where barges, yachts, smaller boats and singular floating seasteads will be able to dock on the inside edge. The outside edges of the arms will have strong winches, buffers and other docking mechanisms to allow ferries and cruise-ships to dock. The platform will be supported by strong steel legs underneath that can be extended by a pneumatic mechanism to several metres above sea-level. If the rig is in sufficiently deep water, a Tsunami should be able to pass beneath it once it is raised. Even in water that is relatively shallow, Tsunamis will probably pass beneath it without too many worries, as it is only when they reach depths as shallow as those along shores that they really begin to ramp up. It will also be semi-buoyant, so less stress is placed on the supports, although they can support it on their own. The Capital will have some permanent housing, but will also have hotels and temporary housing, as well as a dedicated commercial area, an industrial area (power generator, water purification plant etc.), a business area etc. and a government building. Each area will be fairly small, but large enough to serve its purpose.
Living
An amount of the populace will live on Homeanchor, but the majority of people will own a barge, a yacht or a small floating homestead, most likely similar to ellmer's Seastar design http://seasteading.org/interact/forums/engineering/structure-designs/the-seastar-platform. They will be able to sail under the UNPS flag, and be a part of the UNPS. People will not be taxed on the income that they get, but their annual tax will be based on their income. The annual tax will be used on sustaining Homeanchor and researching. Due to the Nomadic nature, children will either be homeschooled or schooled in a private establishment.
Infrastructure
The economy of the nation will be in trade, tourism and a small amount of aquaculture under and around Homeanchor. The nation's riches will be in its people; they will sustain themselves and rely on the government only to provide haven and order. Every roof will be tiled with solar panels, and below the rig will be turbines that turn on pivots to face the current, much like wind turbines, and power a generator. communication in the area will be less limited in terms of frequency, which will create very fast short-distance transmissions, with only a few frequencies being limited. Very few frequency bands will be exclusively for use by the government and the public service, freeing up lots more frequencies for civilian use.
