Transponders at the bottom of the sea

Hi Vince, instead of a string of Seasteads, what would you think about sinking a large number of wifi routers? Power would be a problem, obviously, but a huge grid of interconnected submerged Wifi-stations might be profitable because they would be a lot cheaper than satellites and cruiseships etc could use them as well.
