Make the top deck out of a light material, like fiberglass, rather than steel or concrete.
Detail
The lighter the top deck, the smaller the spars can be, and the less ballast we need. Thus cost savings are multiplied, and it is especially important to economize on weight for the top hull, top decks, and superstructure.
