Saluton, This is President Cartero Aldridge of the Geniocratic Republic of Arconia. The GRA has only recently released the proposed sea stead plan despite having wanted to go into sea steading the entire time. Our idea is based on the previous an older guide to sea steading so we would love more advice. However, the basic idea is a semi-submersible spar hybrid with a buoyancy piece some what submersed and ballasted for balance. Then a spar would run up and elevate the platform out of the water. There would be a secondary buoyant platform at water level and an emergency one on the underside of the main deck.

Components:

Waves will not be a huge deal as the planed location is in the equatorial doldrums. However the design idea we have is fairly resistant to waves.

Currents will not be a huge deal as the planned location is in the equatorial doldrums. However we are looking into what propulsion system we will have so we can do periodic "course corrections"

Wind and Hurricanes will not be a problem as the equatorial doldrums have neither (they have some wind but not obnoxious amounts).

Politically our country will start on land (and to a degree already has) when the first sea stead is built it will be a 1 family design just off the coast. We will then make the full design and leave it in the coast awhile before towing it out to the final location which will be outside of anyone's EEZ.

Piracy will not be a problem as the GRA will have a military (no matter how small) and be very far out to sea.

Biofouling will not be much of a problem as the GRA intends to use aquaculture and keep the sea stead relatively stable.

We intend to meet all High-Level structure requirements and most lower level goals with the exception of 4 (it will be moveable but not easily enough) and 5 (we won't have it be small enough for one American/Nuclear family because of our communal living arrangements however we will have each module be built for 50-100 people maximum which should drive the cost per person down by a lot.)

The sea stead will be built out of ferro-cement and have one end ballasted. It's buoyancy would come from the hollow semisubmersible piece at the bottom as well as the hollowness of the spar itself, and a small platform/deck at water level. On top of this there will be a vast hollow area right below the main deck that would act as emergency buoyancy.

We do intend to have many scale models in preparations of the full build.

Stability is not an issue in this model as the platform is above the waves but the center of gravity is below the water line.

We are still unsure of what station keeping method would be the best (propulsion and move back with "course correction or gyroscope type thing).

Connect ability is a high concern for our sea stead as we must be able to expand our nation once we get there.
